Abstract

For millennia, extractive activity in Afghanistan (officially the Islamic Republic of Afghanistan, or IRA) has been entirely artisanal or small-scale in scope. Various international governments, organizations, and companies have supported the growth of the sector, and the Government of the Islamic Republic of Afghanistan (GoIRA) views its mineral wealth as vital to the country’s stability and prosperity moving forward (Ministry of Mines and Petroleum 2019a). The development of the sector has been prioritized in multiple national plans, strategies, and roadmaps. Of particular importance is the formalization of the artisanal and small-scale mining (ASM) sector to improve working conditions and enable the government to earn royalties from mineral production.
